About the Speakers



Donna Bente

Deputy Administrator for Central Operations, State of Wisconsin Department of Administration’s Division of Personnel Management
Donna Bente is currently serving as the Deputy Administrator for Central Operations within the State of Wisconsin Department of Administration’s Division of Personnel Management. The division provides human resources services, including training, for 16 state agencies that are organized in a shared services model. The division also sets policy standards for all state agencies, regardless of their participation in shared services.

Before assuming her current position in March 2022, Donna led the division’s Bureau of Training and Development. The Bureau of Training and Development provides employee and leadership development training to approximately 37,000 state employees, using both instructor-led, computer based, virtual and other hybrid modalities. While Bente served as Training Director, the bureau consolidated all state agencies onto one learning management system, including the legislative and judicial branches. Previously the state hosted 5 separate, agency-specific instances of Cornerstone, as well as 2 other learning management systems. In addition, the bureau reorganized under a functional model, and increased both attendance and completion of training.

Donna has been employed by the State of Wisconsin for 24 years, initially starting as a classroom instructor, but has also held roles as an online learning designer, learning management system administrator and training supervisor in a number of state agencies. She also led her local school board as president during the COVID-19 pandemic. She has a Bachelor of Science degree in business administration from Marquette University, and additional education and experience in project management.

As a former educator, he embodies the mindset that all people can gain new skills and realize their full potential. Joe is based in Chicago, IL and holds an MBA from the Kellogg School of Management.
